OnBoard Sound - Noise

Have you ever noticed that with onboard sound on a motherboard if you turn the volume up on your speakers you can here "noise"? And if you say, scroll down in an IE window or any window for that matter you can actually hear the scolling?.. this is interferance from the components on the motherboard.. if you got a PCI or USB sound card then you wont get this.. i was just wondering if anyone knows if this noise can be stopped or filtered out in some way?
