Hi Joe, i think Microsoft wont release a newer build version. i find the best way to see how Microsoft do things is look at what they have done in the past. Windows XP has been build 2600 since the day it came out BUT having said that i think Microsofts way of updating to newer versions is to bring out service packs, i know the build number doesn't change but it might as well as service packs update a lot of system errors/bugs and even add new features.
As for the RAM question it comes down to your view on how you think your computer runs, If you use alot of heavy apps (video editing ect.) it might weigh down on your resources so more RAM is a must. As for your RAM usage question this is quite normal for Vista, in fact its usually more if find my machine uses about 500mb from standing.
