Could there be a possibility of a conflict from the software and the BIOS temp protection parameters?

My PC uses a BIOS protection in which the fan will rev up to its max whenever the CPU is under a heavy load, or if I go to standby and then resume from it (standby) very quickly, or when quickly resuming from a power outage.
Felix - Actually it's not a diagnostic tool, but more of a look/see what the conditions are. It runs as a GUI and gathers the information from the BIOS. When I sign off it exits also. Similar to the BIOS health selection. And again let me point out that the application does not monitor the Graphics Card temp or fan, only the motherboard.

The graphics card utility is usually furnished by NVIDIA, but the software and drivers are not available for Vista from NVIDIA (at least not for my video card). I'm using the video drivers which came with Vista.

And I also have "Cool N Quiet" enabled on my motherboard. It does a great job of quieting the CPU/PWR SPLY/Chassis Fans when the computer is in a "resting" state.
