try turning off your phishing filter by click internet explorer , tools, turnoff phishing filter which may help but I remember the days of dial-up with XP and I am so glad i have broadband. There are some other connection protocol you can turn off that is not used by dial-up but I cannot find the procedures to do it right now will look for it and post if I find.
