Thats a little deceptive. The firewall service is always started unless you tell the service not to start. However, the firewall its self can be truned on and off, so the pics you posted and what your seeing are correct, the firewall service is started but the firewall its self is turned off. Its not a bug. The service being started doesn't mean that the firewall its self is on, it just means the service is available to you if you want run the firewall.
