Firstly... have you got the windows vista ATI drivers??? If not then you should do that first.
Secondly... Aero requires atleast 128mb of graphics memory as you have guessed above so I would try bumping it up and if that still doesnt work then it will be because its an IGP and any snazzy graphics hate IGPs
