You can hit CTRL+ESC in Vista to display the start menu plus you can use CTRL+SHIFT+ESC to open the task Manager also right click on the desktop for clicking on vies and then show desktop icons to start if this helps and good Luck.

Can you start in safe mode and then get into the start menu or control panel or have you tried that or next thing would be to do a repair install if you can get into the bios to change the boot from DVD rom with the Vista DVD

1. How long have you had the problem? 2. Have you done anything recently that might have caused the problem--e.g., adding hardware or installing new software. 3. Have you scanned thoroughly for evilware? If the answer to 2 is no, and the answer to 3 is yes, then I recommend that you do a system restore to a point before you believe the problem began. Post back if no luck.

To get into the Windows Vista Safe mode, as the computer is booting press and hold your "F8 Key" which should bring up the "Windows Advanced Options Menu" as shown below. Use your arrow keys to move to "Safe Mode" and press your Enter key.Choose Advanced Options for: Microsoft Windows Vista
Please select an option:

Safe Mode
Safe Mode with Networking
Safe Mode with Command Prompt

Enable Boot Logging
Enable low-resolution video (640x480)
Last Known Good Configuration (advanced)
Directory Services Restore Mode
Debugging Mode
Disable automatic restart on system failure
Disable Driver Signature Enforcment

Start Windows Normally Go into safe mode the first one and see if it starts plus you could also chose last know good configuration as an option.

It sounds like explorer isn't loading. If you can get into safe mode you can use the restore function in system to revert to a time before the issue, otherwise I'd repair or reinstall Vista using your disk.
