Best I can suggest with the DELL is remove all the extra 3rd party programs Dell installed, usually one at a time works best... then one at a time you should delete the Dell installed drivers, reboot and let Vista install WDDM drivers, takes time but I'm sure it will be worth it ... PS: Dell is currently selling and sending NEW units without any CRUD programs as they are called.
Remember when you remove any program or driver one at a time, reboot and let Vista install a WDDM Driver

A new wrinkle to this whole fiasco, of course there is no Installation cd with the brand new PC and no partition on the HD with the install info but here's the kicker I can't even do a simple system restore. It keeps freezing up on m when I try it. I waited 30 min first time, 45 min the next still no further progress then the loading settings screen GRRRRRR!!!

If you have jsut bought it then Dell should support you. Whatever it is, without more information we can't really help.

Many times the manufacture HIDs the restore files/partitions. What does the Manual say about How to RESTORE.
Have you changed VIEW to show all Hidden? What did your manufacture support say? Where exactly did you purchase your computer? Locally? Internet? OEM or Refurb?
Is this the HP or the Sony?

Very frustrating problem, and no "techs" at HP had any clue how to fix it and I'm experiencing same issues with the Sony Vaio I bought as a replacement.
Did you purchase both systems from this "STORE"? Have you gone to a Official MS site and Validated the copies?
Since you seem not to have any RESTORE method. it would seem to me you have purchased a PIRATED OS installed by a SHADY Store on inferior or refurbed equipment.
I use the above mentioned phase in respect. I have since Vista has been released. 1 had Pirated OS, or later to be proven Stolen-Refurb Laptop. the Store of course is NO LONGER IN BUSINESS, THE PIRATES have since be BUSTED. (check the Kansas City News) back in the early part of 07.
Info was posted on this Forum about Pirated OS Enterprise, the KEY was BLACKLISTED by MS...

No i bought HPs ar Best Buy and Sony at Circuit city. I also found the option on the Sony to reformat it back to factory condition, and its actually worse GRRRR, So only options left since its not my software, and its not the hardware of the pcs its either vista, the cable modem or the router, im betting on vista

Very glad on the Stores you bought from...
Since restoring back to original on the Sony is worse. then I'd have to think,

Your software in reference to what... Many manufactures software often cause a conflict with other manufactures software. (Sample: Dr. DIVX - Nero, - ROXIO, Cyberlink Power DVD causes problems with ea other in some respect.). Ultra ISO can cause many other DEVICES to fail. NO, not IN ALL SYSTEM BUT IN SOME. Some AV programs cause BAD or corrupt installs of some software, some programs want to connect with the manufacture website and your firewall could be causing a corrupt install. You could also be have a BAD DRIVER day.

1. the Modem or 2. the Router...
Surely its not Vista.. Since so many ppl are using routers ( I am) very old outdated LinkSys. 802.11b. and it works PERFECT...Vonage is having major problems all over the world. so I'd have to place a bet on Vonage. Since I'm not familiar with your ISP and the MODEM they use, or the software or Firmware.
Since you seem to have tried more than one computer brand on this setup, I'd simply eliminate the OS. and say either your MODEM or your ROUTER is not set correctly or some software is causing a problem.
More info on these two devices are required. You might get and install BELARC Advisor, and attache the files from it so we can see... BELARC is 100% Vista compatible. (PLEASE REMOVE THE KEYS PRIOR TO POSTING). This will allow more than one person to see what all devices your using - installed programs and versions, so as to see what might be CAUSING this PROBLEM. Also please mention which computer on ea post since your using more than one...or maybe use one system and lets work thru it before trying the next system..
Sony's had different specs than HP's

Then i tryed just running through the modem only, still the same problem. So its either internet explorer or my modem. Anyone hear of any issues with toshiba(model pcx2200) modems and vista?

What version of Vista are you trying to work it with.
If Vista x64 - get a new modem or convert to Vista x86.
If the computer works fine with out the modem inline, then I'd think it was the modem.
Have you upgraded the drivers?
Have you upgraded the firmware?
Have you ran the self test...?
What does the self test say?
Have you checked your cable?
Is your port USB 1.0 or USB 2.0?
Are you using Sony USB drivers or Windows USB drivers?

Can you take the Lepatop to xxxxxx and see if it works on the wireless connection..
PS: This will test your IE7.

And remember if its a Sony. Sony will tell you its Vista..some Sony drivers do not work well with Vista...
also please read my first post and post that information. BelArc is FREE and yes it works on a SONY. It also does not know if your running a legit or pirated program(s).

What modem does your ISP recommend?
