now I find the problem ^_^
I tried 2 version WAS on Vista, 6.0 and 6.1.

It seems like the WAS 6.0 install script cannot create the program link in the start menu, so need to use command line to execute Administration Console.

There is opposite condition of WAS 6.


conclusion is
there is no version compatible with Vista now.

so sad
