My Acer - USA came with both -
1. a Restore Partition for reinstall and a hotlink button on the face to use and
2. Disk(s) with which I could use to reinstall.

I have heard of some Sellers that offer "if you want or need a copy for the cost of shipping"...(IMHO) this is a RIP OFF, and usually in the USA if you call the STATE Attorney General, and complain, a Official Letter from Such always get you what should have been sent to begine with... In the USA most legit companies do not like for the State Attorney General to receive complains on them...
