Yes, that's activated if you have chosen to share Media Player library. All PCs must be using Vista.

Right, I was just surprised when I got the message since I had fooled with out network a jillion times, in many different contexts, and never had seen the message before.

I am not sharing media. So, the message really is asking me if I want to share media. Still, it's funny that Vista decided to ask for the first time given what I had been doing.
