I'm doubting it. They wouldn't have released the SP1 'Refresh' if they were going to go RTM tomorrow, that simply doesn't allow enough time to evaluate the refresh. Given the refresh release, I'm betting early February.

Vista SP1 refresh is a beta thats just been made available to beta testers you need to uninstall SP1 RC first
I have just downloaded SP1 refresh i will install it in a couple of days when I am not so busy
